In order to ensure we target our support to meet the particular needs of a project, we work as a flexible collective, bringing  together the right people, with the right skills and with the passion to deliver.  

Our model is simple. We have a number of principal consultants working alongside a pool of subject matter experts and we work collaboratively with teams to tailor each of our projects to your requirements, personalising it through codesign.

Principal Consultant 

David Harling 

MSc, BA(Hons), BMed(Sci), PG Cert, Dip N.

Registered Learning Disability Nurse 
Registered Mental Health Nurse 
Independent Non-Medical Prescriber

David has served in a senior capacity at local, regional, and national level and has over
35 years' experience working across the health and care sector. 

He possesses a range of executive competencies and director level experience, which
includes investigatory and procedural management, Clinical standards and governance,
patient safety, strategic planning, individual service design, transformational leadership,
and a broad range of expert clinical knowledge. 

For the past 12 years David has served in national roles within NHS England, holding
positions as Clinical lead for Improving Lives, National Patient Safety lead for Learning
Disability and Autism. Latterly, as the National Deputy Director for Learning
Disability Nursing he served under the current and two former Chief Nursing Officers for
England. 

David is a dependable and respected leader who prides himself on his integrity and strong
value base. He has exemplary communication and interpersonal skills and has a proven
track record, having led several high profile investigations and enquiries. In 2024 he was
awarded the British Empire Medal (BEM) for his services to people with a learning disability,
autistic people and their families.
